COX Intermittent Internet Drops - Burst Errors

I have been experiencing intermittent internet drops since September 2013. I have worked with 4 technicians including 2 supervisors and now call the COX escalation line directly (702-545-1228). These are line issues occurring outside of my building and I have been through 2 modems and 2 routers. COX still doesn't believe me even though both the supervisors have confirmed the issue is not with my hardware or wiring. These issues do not show up on Netweather nor do they always show up on the modem logs. The closest I have come to tracking the issue is the error 4-Error DHCP RENEW WARNING - Field invalid in response v4 option;CM-MAC...then most of my MAC address except for the last character. The issues are worse when it rains. Who do I have to contact to get COX to test their lines between the node and my building? This is completely ridiculous. As soon as Century Link runs fiber to my area I am dropping COX like a hot potato!
