I turn off all internet-using equipment in my house and my cablemodem and router are still continuously noting incoming internet traffic. Since the ROUTER is noting the traffic this suggests whatever it was is getting past the last piece of direct-Cox-facing equipment, the cablemodem, and getting into my LAN. And THAT suggests it "should" be noted by Cox as traffic into my LAN so "should" be counted against my Data Usage limitations.
Is it?
No, it's not MY traffic but it's getting into my LAN so how DOES Cox count this stuff? The hits are continuous and 24/7.
Note - my data usage is almost down in the noise level so this is merely an academic question, not one to complain about being "overcharged" for usage.
