Multiple tests, confirmed Gigabit D3.1 service throttling

I have done several tests with different protocols and have been able to max my connection around 920Mbit with everything EXCEPT for torrents. Torrents cap out at 500Mbit regardless of the amount running. I could have 20 running through different clients and it still doesn't use more than 500Mbit sustained. Sometimes it will hit up to 700Mbit for a few seconds then drop back down to around 500. Unfortunately I don't know anyone else in person who has D3.1 Gigablast. I have used the exact same torrent files on a fiber connection and they max it out. I already see the argument coming about "OH YOU ARE A FILTHY PIRATE" well...no, plenty of games use the BT protocol now because it makes distribution of huge patches significantly quicker. I'm not going to debate the ethics behind throttling. I just want tests done to confirm if it's just me. I am also running my connection through an overkill build for a pfsense box which never hits more than 4% CPU utilization so it's not an issue with the number of connections maxing out the processor. Just makes no sense. HTTP & FTP reliably get me close to 900Mbit whereas anything using a BT protocol averages around the same speed.
