[NV] intermittent packet loss ongoing for over 2 months

so for about the last 2 months now i have been having issues with packet loss using my internet service it seems to be totally random and comes and goes with no rime or reason it seems to occur during the early afternoon to late evening hours mostly though sometimes it last for only a minute other times it can last for a few hours every time i call in regarding it im told its a signal issue or a outage every time and i have made lots of phone calls reporting the issue to Cox so they send out a few techs that do the same thing every time they check signals at the tap then check signals at the dmark then check signals at the first split and at the modem and find no issues with latency or packet loss or signals then they all do the same thing change out the barrel connectors on the ends of the coax and replace the only split-er on the line and say that should fix the problem and then they leave but the issue continues here is what i know the cable in the home has been replaced within the last few years including the drop and even the tap has been changed due to similar issues i had 4 years ago which in itself was a night mare the modem itself is only 3 months old i am using cat7 cables to hard wire all my devices in my home mt router is just being used as a switch with wifi disabled i have tried bypassing all of that straight to the modem and still getting the same issues and the amount of packet loss i get varies as well some times its 2% sometimes its over 50% when running batch pings of 100 or 1000 to google any help is greatly appreciated thanks in advanced
