[OK] Cox Communications Throttling Upload For Over A Year

After 3 years with cox recently in all of 2017 i have been getting throttled upload when i try to stream to YouTube/Twitch i have had several techs come out and a field team and all replace all lines to my node and my node to my house the slower upload only occurs when i use 3500kbps bit-rate to twitch which is what most people use and the most common bit rate for 60% of USA twitch streamers i do pay 200 dollars for 300 down and 30 up and not even an hour in my upload will drop to lower than 8mbps which is blatant throttling and how did i come to this conclusion well i'm not alone in this issue as many streamers have had this issue since 2016 as seen by this Reddit post that you can find by searching cox communications throttling i also do stream from lan not wifi also when talking to tier one and 2 techs and even corporate they stated there was no issues with the signals on the modem and the main tap so that also confirmed that they are purposely limiting upload speeds if you stream constantly I haven't even went over my data cap i'm sitting at 28% this is a huge issue for lots of my other streamer friends who use cox communications here is one of my friends who has the same issue as me just less often because he pays more than I also having unlimited data. https://www.twitch.tv/roco1003 i did take the speed tests above which i did during and after a stream showing the terrible upload i am offered when i tried to stream reminder that these issues only occur when i am streaming on any platform. here are my stream settings for reference too what i use.
