[LA] Upload Speeds Not Where They Used To Be

Lately, upload speeds have not been what they used to be with Cox. I've been noticing this during file transfers, even to Cox's online cloud service. I've read a few threads about others experiencing similar issues...ie The multi-server speed test on DSLR actually shows that I obtain my full 10 Mbps upload speed, but in real-world usage, I get 1/10 that speed. I achieve a glorious 1 Mbps upload to Cox's online cloud storage service, and a phenomenal 75 KB/s when uploading a file to someone via FTP. Routers: Asus RT-AC88U, Netgear R7000 Modem: Motorola SB6141 Signal levels: [att=1] This is my upload speed to testmy.net, and I believe it utilizes a single server for the upload test. This test USED TO max out my upload speed, but now, this is about as fast as it will go. [att=2] The test here shows my full speed. Speedtest.net to one server in LA. [att=3] Speedtest.net to one server in Dallas. [att=4] This is uploading to the Cox Cloud Drive service..this is taken directly from the router's interface and the upload speed is highlighted in blue. [att=5] So the testmy.net test is 3 Mbps and the Speedtest.net shows a full 10 Mbps basically. And all real-world file transfers (NOT speed tests, with the exception of testmy.net) like FTP are ridiculously slow. I've tested this issue with a Netgear R7000 and an Asus RT-AC88U (current) with the same results. QoS on or off makes no difference and it is currently off...I turned it ON to troubleshoot - it has always been off. Bypassing the router makes no difference whatsoever - same speeds. There is little to no packet loss on Pingplotter - basically nothing out of the ordinary that would indicate there was an issue that could cause this kind of problem. I try not to raise my voice unless I feel there's a problem somewhere and now I feel there's a problem somewhere. These tests have been taken over the course of 1 month now on various days and times and all show the same pattern. So what's the problem? Peering agreement issues? Something isn't right and I'm 99.99999% sure it isn't on my end, unless there's something built into the firmware of the modem causing the speed degradation. Anybody? Anything?
