[LA] Cox Still Struggling to Deliver Upload Speed

I started this thread a few weeks ago. Since then I've gained enough information to conclude that this isn't likely to be throttling. The issue still persists however. Tonight I'm at the GF's house, pulling files off my Cox connection, via her AT&T Uverse connection. Look at this progression of speed deterioration as the night goes on and we get deeper into peak-hours: 2016-07-23 20:49:01 (556 KB/s) - saved [865521512/865521512] 2016-07-23 21:18:40 (523 KB/s) - saved [951131457/951131457] 2016-07-23 21:48:26 (467 KB/s) - saved [853129186/853129186] 2016-07-23 22:23:28 (393 KB/s) - saved [846374483/846374483] These are simple HTTP transfers, from my Cox connection to her Uverse connection, via wget. I have duplicated this behavior with Verizon Wireless and T-Mobile connections, as well as Google Drive, and even Cox's own cloud storage service. At no time am I unable to achieve the upload speed (10MBit/s) I'm paying for, not even to Cox's own services! It's worse during peak hours but even at 4AM I can not get full upload speed on a single TCP stream. Speeds range from sub-T1 (CAN achieve full speed with multiple TCP streams, so if I was interested in seeding bittorrent or the like I could get what I'm paying for, but I'm not. I simply want to use cloud services and access my files remotely when the need arises.
