Cox New Customer Definition

What is Cox's definition of a new customer? After one year, my low per month promo rate for high speed internet preferred service ended and I am now paying $64.99 per month for that tier of service. The internet at this residential location is used between one to four months out of the year. If I were to cancel internet service at this location, what is the minimum amount of time I would have to wait to start service again in order to qualify as a new customer, or will I never qualify again as a new customer? Is it possible to negotiate with Cox a rate in the $30-$40 per month range for Cox Internet Essential? I don't really need the speed of HSI Preferred for checking email and reading news online. Depending on their definition of new customer, I would gladly pay $35 per month for the Essential tier on a continuing basis even when I am not at the location just to avoid the hassle of having to stop service/disconnect, buy a new modem, restart service each time I plan to visit that location.
