[LA] intermittent packet loss, need help reading status levels

I have been experiencing intermittent packet loss up to ~20% starting this week (COX LA). I may go a few hours before experiencing packet loss, and then hit an hour or so where it is more regular (causing streaming video stuttering, remote desktop connections to have trouble staying open, etc) I first tested by bypassing my router and connecting a laptop directly to the modem during one of these trouble periods, the packet loss continued. I replaced the COAX from the Wall to modem, and the CAT5 from the modem to device and still experience the issue. I did a visual inspection of the line outside the house for damage and do not see any damage (to the extent that I could, the line exits the house and then is buried). I purchased and activated a new modem, the packet loss still continues. I checked a friend's COX connection (about 1 mile away)-- he is experiencing NO packet loss. It just so happens that he is using the same modem as my newly purchased modem. Comparing his Status page against mine I notice an obvious difference in power level: My bad connection (packet loss): [att=1] My nearby friend's good connection (no packet loss): [att=2] Can I draw any additional insight from this information? I assume the issue is either the cable in the wall, or from the house to node. I want to figure out as much as I can before attempting to call out (and likely be charged) for a technician. Any help with reading these numbers would be appreciated, thank you.
