[AZ] Is my Cablemodem going bad? Or is it something on Cox's side?

Internet will slow down to the point that web pages time out. pings to yahoo.com have 0% packet loss, but take 5000-8000 ms. Cox premier w/Motorola SB6141 in AZ.
