Windows 8.1 Laptop Cannot Connect to Cox WiFi

Greets all! I just serviced a Gateway Windows 8.1 Laptop for a friend and when he got it home, it could not connect via WiFi to their home network. The laptop was able to connect via my Motorola Droid 4 hotspot AND my home WiFi network, both at my home and at his home. When I delivered it to him, nothing in his home could connect via WiFi and I suspected the after-market wireless router they use. A call to Cox fixed that for all their wireless devices, but the laptop still cannot access the network. It appears that DHCP fails and the an IP and DNS is not assigned. The tech on the Cox call mentioned that the laptop needs a setting changed but was not specific. What would cause their laptop to not be able to access their after-market wireless router connected to their Motorola Cox Cable modem and yet be able to connect to every other WiFi network we tried? Does it have to do with IPv6? The impression my friend and his family had was that I had bad drivers installed when I upgraded his rig to 8.1. When I showed them that the laptop worked at my house, and when numerous different hot spots were available, we all realized it was a Cox issue. Maybe not directly, but certainly maybe a protocol not provided or settings consideration not observed. The latter is certainly something I need to know going forward.
