Im looking at this BGP map of cox's peering

And i don't see anywhere that they are peering with US.eurorings.net.
I live in orange county and trying to talk to a server in Los Angeles. I usually get less than 20ms, but currently I'm getting 80+ ms due to my route going through Cox to their Dallas datacenter. Once there then it dumps me into dlls-s1-rou-1041.US.eurorings.net. Why is my connection going through an provider that is based in the netherlands?
