[CA] Peering Route

Hello, Im looking at this BGP map of cox's peering http://bgp.he.net/AS22773#_graph4 And i don't see anywhere that they are peering with US.eurorings.net. I live in orange county and trying to talk to a server in Los Angeles. I usually get less than 20ms, but currently I'm getting 80+ ms due to my route going through Cox to their Dallas datacenter. Once there then it dumps me into dlls-s1-rou-1041.US.eurorings.net. Why is my connection going through an provider that is based in the netherlands? http://bgp.he.net/AS286 Packets Pings Host Loss% Snt Last Avg Best Wrst StDev 1. 192.168.1.1 0.0% 15 0.3 0.4 0.3 0.5 0.0 2. 10.73.64.1 0.0% 15 7.3 7.8 6.3 9.8 0.8 3. ip68-4-13-46.oc.oc.cox.net 0.0% 15 10.4 8.8 6.7 16.2 2.1 4. ip68-4-11-2.oc.oc.cox.net 0.0% 14 6.6 8.2 6.6 11.7 1.2 5. dalsbprj01-ae1.0.rd.dl.cox.net 0.0% 14 65.6 66.0 59.5 73.4 3.8 6. dlls-s1-rou-1041.US.eurorings.net 0.0% 14 46.8 47.0 45.4 55.3 2.4 7. miaf-s1-rou-1041.US.eurorings.net 0.0% 14 92.1 95.1 91.5 126.6 9.1 8. 134.222.79.161 0.0% 14 75.3 73.4 70.8 77.7 1.9 9. xe-0-3-0-1.r04.miamfa02.us.bb.gin.ntt.net 0.0% 14 84.0 76.2 73.9 84.0 2.7 10. ae-3.r21.miamfl02.us.bb.gin.ntt.net 7.7% 14 71.4 72.4 69.5 91.5 6.0 11. ae-10.r20.dllstx09.us.bb.gin.ntt.net 53.8% 14 78.7 80.4 73.2 107.2 13.3 12. ae-3.r20.lsanca03.us.bb.gin.ntt.net 61.5% 14 81.0 88.8 80.8 120.3 17.6 13. ae-1.r04.lsanca03.us.bb.gin.ntt.net 0.0% 14 81.9 82.3 81.2 84.4 0.7
