[AZ] Is Cox HSI reliable in Tempe?

I just moved back here from Florida in April and chose Direct TV for our television service and LOVE IT! We had problems with Comcast in FL and they were our only choice where we lived. We also used them for internet; they were such a rip off. We decided to get a phone line and internet through Centurylink. What a bad mistake. I have had nothing but problems with their internet service and the crappy modem/router we bought through them for $99. First time I contacted them they said I was getting 53mbps instead of the 40 I was paying for and maybe the phone lines in the house were too old and couldn't handle it. Sounds like a load of BS! OK let me downgrade my service then. OH NO you don't need to do that she said. First rainstorm=no dial tone; but then it came back on. Second storm both my phone and internet go out and don't come back. The technician comes out and they determine it is their line in the box outside and he spent some time on it but he gets the service restored. But before he leaves he tells me I "probably" have old line in my house and I should have him upgrade it. No thanks I say, guess I should just downgrade my speed from 40mbps then. OH NO you don't need to do that! he said. That was a few weeks ago and my internet speed has been about 38mbps and no interruptions. Wifi signal sucks but that is the crappy modem. Everything is good until it rains again yesterday; no phone dial this time but my internet is great. So had technician out again. I told my husband to tell him that we may have to cancel if they can't get their box fixed. It was the same technician and he blamed our inside wiring, even though it was fine until it rained again and ALL the jacks inside were dead. THAT IS AN ISSUE with box outside. This time when he left he "fixed" us alright. Now I have neither phone or internet! I am having to use my T-Mobile hotspot through my cellphone for this! I really feel like I have been scammed. I am sick of paying for a service that I am not getting and then have the service tech make it worse and leave it worse than it was before he came! My only option is to switch to Cox; I guess I will have to give up an having a landline. Should I buy my own Cox approved modem/router to save money on the monthly bill? Is Magic Jack an option for a phone? Is Cox HSI a reliable service here in Tempe or are they a rip off too? I am not a gamer but I do stream through Roku.
