[OK] Trouble getting outlets installed

I live in a townhome, my landlord owns this townhome and the one next to me but not any of the others in this area. Cox said that the townhome shows up as an apartment on their system. There were no cable outlets in the townhome. Two technicians have been out here already, the first one informed me that he is not allowed to drill in the building, told me to call Cox back up and request someone to do it. I had to wait 6 days with no phone/tv/internet as that was the soonest someone could come out again. The second guy that came out said the same exact thing despite me telling Cox on the phone that we needed someone to drill outlets. The second guy found a hole in the wall that led outside by the water heater, he was able to run a cable through it to a hole in the wall in the living room. He told me that Cox has to have a contractor come out to drill outlets for apartments due to previous lawsuits and that he would send an email and I should get a call back within the same day. I never got a call back so I called Cox the next day and they said they would get someone out here today. Just a few minutes ago I was called on the phone by a Cox Representative and was told that the landlord has to have someone come out and drill the holes, not Cox. Naturally I'm pretty confused by all of the conflicting information. To sum it up, I need 2 cable outlets drilled upstairs and I've been given the runaround with conflicting information. I was told that with my service of Cox I get 3 free outlets. Is there anyway I can get help with this?
