[CA] Abysmal Hulu/Netflix streaming?

Good evening, I have 100mbit service. Signal levels are all good on the modem, speed tests are good most of the time. Ping Plotter shows nothing out of the ordinary. However, Hulu streaming is awful, and Netflix is so-so. I am not sure where to look to get to the bottom of the issue. With 100mbit service, I'd expect the two services to be butter smooth, and it is clearly not so. Aside from whining to the customer dissatisfaction dept., what can I do? Is there a way to prove the problem is with Cox's network? (I rarely, if ever, had this issue in Virginia before we moved to San Diego.)
