I could be playing with 40 ping but the actual delay feels much much higher, almost as if I had 200+ ping. I don't know how this is possible as I thought that ping would be the deciding factor in how quickly my command is sent to the game server. It happens with any online game and any computer on my network (ruling out game/server issues and software/virus issues). I tried connecting the modem directly, same result. Perhaps the nodes around my area are having issues or something, could a cox tech look into it?
