[CA] Federal Regulation resulting in a NSF Fee for a declined CC

Can someone provide me the Federal Regulation that forces Cox to charge an NSF fee for a declined credit card charge? Lol it's such BS. I'm curious if they're violating their merchant agreement too... though the "Federal Regulation" line is new. By the way, my credit card was fraudulently used like a day before my bill (so I had my bank close and re-issue) would have been charged via Easy Pay and thus, Cox's system doesn't let you change that information online. I had quite a few charges declined due to this since it was right before the 1st and I have bills/payments that charge on the 1st (like Cox). You want to know the number of other companies that charged me a fee? Zero, nada, zilch. Sigh, I probably should stop using Easy Pay... PS Yes I had the charge taken off. -- "Ah, women.
