[CA] Internet Essential account setup craziness

Please help me out here. I put in an order for a new Internet Essential account on 14th May and in that order I asked for the DC3 Motorola modem as well (although I had the Cisco gateway from a person moving out) I was offered the professional installation for free but I chose the self installation as I believed I would be up and running by connecting to the Cisco gateway to the cable tap inside my apartment as soon as my connection was activated from the pole and I will not have to wait for a technician to come in. So my situation on 14th May, when I placed the order, was this: 1. No internet connection. Put in order for a new account with Internet Essential + new Motorola modem 2. Cisco gateway from person moving out ready to go 3. Awaiting cable signal to reach my apartment taps As of today I am in exactly the same situation, less $170 for the modem and fees etc, despite several calls to Tech support and Customer Service telling them I have no service. I also have not received the Motorola modem. Cox tells me they shipped it via UPS but the tracking number I get does not show up on UPS. It shows up on FedEx, where it shows as delivered without signature. I specifically asked the agent over the phone to leave it at the leasing office as the apartment manager had warned me about package thefts. I was not at my apartment for a week when it was delivered so it's likely it's lost, but I can still make do with the Cisco device I have, only if it would connect. Twice I was told that a technician would come into my house and make sure everything works but after the scheduled appointment was missed, I was told that they had "reactivated" the line at the pole and they were deeply sorry and would schedule a call again. When I hook up the Cisco gateway the Power button is a solid green but the downstream LED keeps on blinking and never stops blinking. I have kept it on for the last 3 days and power cycled it a few times as well. No change. Unfortunately I can choose between Cox cable and ATT Uverse and I chose Cox as they already are used by all my neighbors, but if this how it begins.... Is there a way I can find out what's up? Is the data signal even reaching my tap into the apartment?
