[OK] Daily periods of intermittent packet loss, page timeouts

Almost every day for the past few weeks, from around noon to around 10pm, I've noticed a lot of lag, page timeouts, streaming issues, etc. Started a smoke ping recently to check things and I'm seeing 5-20% packet loss during these periods on all 3 servers. My signals have stayed constant, and look to be fine I believe. I have dealt with similar issues in the past, most recently about 2 years ago. Had several technicians out over a month or so, and none of them could identify the problem. During that time I had my drop from the pole replaced, the single splitter in my outside box replaced twice, and the grounding block inside the box replaced once. One of the techs admitted that there didn't appear to be anything wrong with any of those, but were replacing just to be safe. I asked repeatedly for the issue to be elevated, since it looked like the problem wasn't with anything on my end. Finally, about a week after the last tech came out and told me they would elevate the ticket, it was just suddenly fixed and I haven't had any major issues until recently. For this round, I've had my modem replaced, router replaced, router bypassed, physically inspected all connections inside and out. It seems like the same issue as 2 years ago, and doesn't seem to be an issue with anything on my end. What would be the best way to get this to someone who would be able to handle it? I've tried to show packet loss and ping tests to techs who have come out in the past, and they all sort of just dismiss it, and say that my signals and download speed look fine.
