[AZ] VPN speeds

I live in the Phoenix area. I'm looking for input from anyone who currently uses a VPN service. When not connected to a VPN, my speeds are usually about 150mbps down and 20mbps up. But once connected to a VPN I can't seem to get any higher than 25-50mbps down and 5-10mbps up. I've tried a multitude of different VPN providers and they all seem to be about the same regardless of the location of the VPN server, type of encryption used, time of day, etc. Is this normal? I know there's a bunch of different factors that can affect speeds, but from what I understand you shouldn't lose more than 10-20% of your bandwidth when connected to a VPN.
