Cox sends snail mail spam?

I am not a Cox customer, nor do I want to be one, but recently I have seen an increase in the amount of advertisements sent to my address as "Current Resident" asking me to be one. I have not had an Cox account for several years so my current address should not be in their system. I think it has to do with the previous resident of this address being a long time Cox customer, so my address is in their system as a possible repeat business. I called Cox to request to have the address removed from their system, or at-least put a temp. stop on the sending of advertisement to it. First, I spoke to new customer sales, who didn't understand the problem and sent me to technical support. Technical support said I didn't have a account so they couldn't help me and transferred me to billing. The billing representative seemed to be outsourced, and was more concerned with chewing her gum then answering my questions. Some of her bright ideas include; throwing the mail away, letting my cat play with it, and that Cox tracks the social security number of previous employees(me) and has them on a separate mailing list. It sounds like BS said to get me off the phone, but if true, is quite alarming. I asked for a supervisor to confirm, but she hung up on me in mid request. So I called back and spoke to Heidi in Las Vegas who got me in touch with a billing supervisor, who basically said the last CSR was crazy and I was SOL, but in a very nice way. His only advice was to contact my post office and ask for it to be blocked there. This seems inefficient to me. I then contacted someone in Corporate(since their address is on the mail header) and left a voicemail describing the situation and saying I was writing this post and to be called back. The way I see it, Cox is sending me spam, and they have no unsubscribe or opt-out procedure for non-customers. This was confirmed by the billing supervisor. I don't get mass mailing from any other companies, and my phone number isn't published. I work for the state now, helping disable people learn technology, and receiving deceptive mail that looks like Cox is sending real money is causing a disruption in my household. Does anyone know the local Cox RI mail distributor? Does any Cox employee know of a procedure to stop the spam? I don't mind if it takes time and effort, I just won't accept no action as a solution.
