[AZ] Slow Speeds in North Phoenix Area since 8/12

Hi Everyone I have Cox 100 Perferred Internet Service and an Arris SB 6183 Since early last Saturday 8/12, My Downstream has been hovering under 10Mb, but the Upstream seems unaffected. First thing I did was reboot my my modem and router, since sometimes Cox's service will go down for repairs or maintenance and this will solve the problem, but nope not this time. So I went to my account homepage and saw a Service Interruption marked there, so I had a chat with a Cox CSR and she told me they were having a outage in my area without an ETA when it'd be repaired. It's been 5 days later now and still slow downstreams under 10Mb and Service Interruption marked on my account homepage. I took a snapshot of my Arris Modem Status Here Can anyone tell me if my modem is acting up or something is wrong maybe? I tried to click on the modem reset button on my Cox Account Homepage to reset it, but it came back with an error message on Cox's website saying it's couldn't reset it.
