Cox Equipment Seriously Lacking?

At my current residence, Cox is the ISP. I have been having issues with the wireless internet connection. One minute it is working fine, next there is no connection at all. The homeowner told me he has had problems as well. Slow, or intermittent internet. TV isn't an issue that I am aware of. I added an amplified external antenna to my laptop. I am still having the same issues. I have also been having the same issues with my Iphone. I finally decided to run some speed tests on all my devices. First speed test, with my cell phone, I got 16.9 mbps down, and 6 mbps up. I ran the test again. 1.3 mbps down, .9 mbps up. I ran one more time, 0.4 mbps down, 0.01 mbps up. Then I ran the same test from the same web site on my laptop. 15.0 mbps down, 9.8 mbps up. Ran test again. 8.5 mbps down, 7.3 mbps up. I tried to run the speed test on my Samsung Galaxy Tab E, and it would not complete the test after several attempts. I had some things to do, so I walked up to the house, and ran the tests with my cell phone again. Results were 35 mbps down, 16 mbps up. #2 try, 16 mbps down, 8 mbps up. The home owner's daughter told me she has been having the same issues as well. I was informed they rebooted the modem per Cox tech, who did something remotely, and told them it should work better. Obviously it doesn't. I suspect there is a problem with the Cox provided equipment. I am going to look at it today with the homeowner after he is home from work. He isn't real computer/network savvy. Hopefully, I can assist him in resolving this when he has Cox on the phone.
