[RI] Cox charge for phone only eMTA?

I have a thread over on Comcast section regarding the question of what eMTA is compatible for the 200Mbps Comcast plan for my friend in MA. See link below for the thread for details. The reason I am posting here is in that thread I found Comcast charges for eMTA just like they charge for cable boxes and gateways while Cox (my secondary phone provider) is not charging me for mine. Is this normal for Cox or is there some exception or grandfather clause possibly on my account? The reason I ask is because I am wondering if something changed industry wide and Cox just haven't changed yet or if this is something unique to how Cox does things? Or maybe just a MA thing(does Cox have a small MA footprint?) Does Cox include a free eMTA with phone service because they don't allow retail eMTA like Comcast does? Also I want to know if there is anything I should keep a eye on if I move to make sure I am not charged for my eMTA I am using on the new account. Any thoughts?
