[CA] Considering switching from biz account to residential; concerns..

I'm located in the San Diego area, and I have had a Cox "home office" business internet account for many years now, and they no longer offer a "home office" pricing point, but have kept me on as a grandfathered customer. I currently get 28mbps down, 4mbps up for $85/month. I've been fairly happy with the service, but the speed is just not as sufficient for my business needs anymore. My understanding is that residential's support isn't as good as business (as in, business usually sends someone out faster, etc) - but I'm willing to concede on that. What I'm concerned with is: - does Cox home service block/limit specific ports or traffic? - does residential service offer the ability to buy at least one static IP? - are there bandwidth caps in place in my market? I use around 400GB total monthly, but sometimes I spike up (for example, reinstalling all of my Steam games, or downloading ISOs from MSDN, etc) I'm considering switching to Cox Internet Premier or Cox Internet Ultimate to get much better speeds for around the same price. Does anyone have any pros/cons, advice/guidance on this switchover? Anything is appreciated. Thanks!
