How does Cox monitor internet usage?

I recently ordered an internet package from Cox. I had purchased a modem from Amazon listed as compatible on the Cox website. When the tech came out to do the install he completed everything except hooking up the modem, because it was, in fact, not compatible. Said everything was ready to go, just needed a different modem. I purchased one from the Cox store to insure it was compatible. Brought it home, called to activate it and everything went smoothly. After a while, I received a few calls from Cox, concerning my order still being "open." (I was skeptical of the calls received due to risk of fraud). I assume the order needs to be "closed" before billing can start. They said if they did not hear from me they would cancel my order. It's been some time since that call. Internet works great, but I still have not been billed yet and it's been a few months. How would they track the internet usage and determine if my internet was turned on but I received no bill? How long would I have before the bubble bursts? Please don't comment on the legality/morality of the circumstances.
