[LA] IP Address with Wrong Geographic Location

I have Cox home internet and I wanted to sign up for PlayStation Vue streaming service. When I went to sign up it said I had to be at my "home location", which I found odd since I was at home, trying to sign up on my PS4. I unplugged the PS4 from the router and tethered it to my AT&T cell phone, restarted the sign up process, and it went smoothly. When Vue asked me to confirm my zip code, it said that my zip code was 30319. Very odd. So I corrected it to the correct local zip code. Vue then loaded right up and began streaming. I then paused the video stream, un-tethered my cell phone, and reconnected the Ethernet cable. It streamed fine for about an hour and then another error popped up and said that I was no longer at my home location. I called Cox tech support and asked where the geo-location for my IP address was and the person on the phone said that the only thing she could do would be to reboot my modem. Nope, that's no help. I've been resetting my whole home network trying to figure this problem out. I went as far to unplug everything (modem and router) for a couple minutes. I then went online to cox.com and signed into my account. Well at the top right of the page it say that I'm in Atlanta, GA. (zip 30319) and that Cox doesn't offer service to my location. Is there any way to correct this? I've attached two screenshots that show the location Cox gives me in my account, but I've zoomed to cover any personal information. Edit: I should note that this issue is affecting more than just me. There is a string of posts about the issue using Vue with Cox HSI in Lafayette LA on the official PlayStation Vue forum. I'm not sure if its kosher to post a link to that forum topic here, though.
