Frequest T3 and T4 errors

I've seemingly had this issue ongoing since I moved in 2 years ago. Basically my upload speed crashes with no warning, I'll go from 30 Mbps up to 500 kbps and sometimes speedtests just time out. Initially I almost never received the full 30 Mbps but I've had a few in home techs as well as a plant technician assigned to the issue that alleviated problems. During all this, my download speed is never a factor, it always chugs along at 300 Mbps unfazed. My house is a brand new build from October 2014. I'm the only owner of the house on a brand new street paved in early 2014. There are about 25 houses on the street altogether. Cox did the initial install the week I moved in, it was internet only, I've never had cable. So the drop to the house is only 2 years old, all the cabling in the house is two years old and there are no splitters at all. My PC is wired directly to the router but the problem exists even if I'm wired to the modem. Modem is a CM600 (after the SB6190 fiasco) and the router is a R7000. After a few in home techs found nothing it was elevated to a plant technician who after a few weeks of looking was able to find noise in the line and clean it up. Took him a while because he said he couldn't find the problem unless it was actually happening at that moment. Since the problem has always been sporadic I was able to finally email him during one of the periods and he cleaned it up. Didn't tell me specifics, just that he cleaned up some noise. I went a few months with no issues before it started to creep back again, at first barely noticeable but then seemingly for up to a 3rd of the day each day. Same process, same results. Cleaned up noise but he assured me it was a separate issue, not a reoccurence. Then this summer it happened again but that was apparently due to some flooded equipment from after hurricane Mathew. Now it's happening again and it seems to be accelerating. I have been home all day and been able to see the upload speeds crash at least 3 times today. First notice it during online gaming but then it gets so bad at times that online browsing gets affected. But now I can tie everything back to T3 errors in the modem log. On my previous SB6190 I always got T3 errors, at least 5-6 a week but I was usually not noticing at the exact moment it started to happen so I could never see the direct connection between the errors and the upload crashes. However, today I can predict almost to the minute when I'll see a T3 error in the modem log. My connection on my game grows laggy and I show up as a 'red bar'. Pull up the modem and within 5 minutes it will have a T3 error or two. I've also had two T4 errors and even my first T2 error today. Sometimes a modem reset clears it up, although that could just be the connection clearing up on its own. But since it's been a sporadic issue over the last 2 years, I'm starting to think there is an underlying cause that isn't being fixed. I post here looking for guidance, first in confirming or correcting my assumption of what the problem is. And 2nd, to ask how should I address this with Cox? Calling support or using chat is useless, they confirm levels are ok, reset the modem and tell me to have a nice day. Since the problem isn't constant, it's next to impossible to actually speak to someone who knows what they are doing while it is happening, if they even have the ability to see what I'm talking about in their limited set of tools. I've been through the whole procedure of 3 in home techs and days off from work to have them tell me exactly what I already know, that the levels are ok and I shouldn't be having a problem. Not really interested in starting back at square one and reliving that whole experience unless I know it will lead to a permanent resolution.
