[AZ] Tucson internet slow/down/intermittent

Anyone in Tucson, or just AZ in general, who can clue me in as to what in the world is going on with the internet here? Over the last couple of weekends (the one that just past, and the one before) my internet would be horribly slow (more so than just "everyone is at home using it, so it's congested) and it would also just randomly die out and I'd have to wait 5 mintues-30 minutes for it to come back. Called a couple times, each time was told no outages in area, and that I should consider changing my equipment or having a truck roll to my address. Well, ok, I bought a new cable modem and a new router, installed them, called up today to activate the new modem and was told by the guy on the phone that, yes, there's outtages "all over your area" that would be causing my internet to also screw up. On top of that, after getting the new modem registered/online, he tries to upsell me to the higher package (which honestly wouldn't have minded, if the service would have at least gotten back to normal). Ug. SO now I'm a little miffed at having spent 150 on equipment I very well could not have needed, but if I could just get the internet back to "normal" I'd consider it all a success at this point. I normally speed test in the upper 40's-low 50s in the MBPS which is right in line with my tier's limits (and I get these speeds wireless just fine). Now I'm testing anywhere from 8-12 up to 15-19. What's also annoying is that although I think these speeds would probably be ok for gaming, they're not. Apparently it's so intermittent and it keeps dropping out, so I can't even do online gaming without random/massive lag spikes. Anyone able to let a poor fella know what's going on in this region and when it's expected to be fixed?
