How can I find someone at Cox who will actually listen?

Here's the deal. I have Cox Internet Premier. Downloads 100% of the time in the 90+ range. This really works for me. Uploads 50% of the time show 11+ range which also works for me but 50% of the time I only get 2-3 upload speed, maybe 6 at best, even at 6am. Each and every time that I call Cox to complain about the extreme upload speed variation on my node they refuse to understand. It's basically "we don't see anything wrong, unplug your modem, disconnect the cable, reboot your computer, blah blah blah." Finally after 15 to 20 minutes on the phone I get the usual "we'll roll the truck (with the clueless kid sometime next week) and BTW there may be a charge." It's NEVER EVER "Our line techs are fully aware of the node problem and we are on top of it." How can I find someone at Cox Residential Internet who will actually listen or do I have to upgrade to Cox Business Internet to get Cox to actually fix the node problem?
