I've been recently having issues with our internet and I'm having difficulty fixing it.
A little bit of a backstory:
our internet has been unstable for a long time now. Our modem would suddenly reset itself without warning once or twice per day but when it wasn't resetting, we would have a stable internet connection of ~35 Mbps download speed on speedtest.net
Issue:
Recently, our internet has been very unstable. The internet has been cutting in and out every 3 seconds or so for a brief moment until the modem resets itself. Then the process repeats. Even if I directly connected my laptop to the modem and check speedtest.net, I saw a stable connection and then a random dip for a second then back up to a straight line then dip again before going back up. Details:
We have Cox internet (Cox has been having outages in my area. Does that affect the stability?).

In the logs, I often see "No Ranging Response received - T3 time-out" (Image: http://imgur.com/OCDT44S).
