[AZ] Intermittent Connection Loss and Slow Speeds

My Cox internet connection (Preferred in Arizona) has recently decreased in speed and reliability. When the connection is working, download speeds are averaging approximately 10 Mbps per speedtest.net. Additionally, the modem (SB6141) loses the internet connection approximately once per day resulting in the need for frequent hard resets. I have checked the signal levels on the modem and, generally, the signal to noise ratio is approximately 33dB to 38dB, the upstream power level is about 40dBmV to 44dBmV, and the downstream power level is approximately -1dBmV to -3dBmV. The problem exists whether connected directly to the modem or through a router (wired and wireless). PingPlotter shows significant latency between the modem and the next node (http://imgur.com/zzAsGGR). The cable modem log shows several “No Ranging Response received - T3 time-out” errors. Additionally, channels 113 through 116 show “Total Uncorrectable Codewords” of over 4 million. Channels 117 through 120 have “Total Uncorrectable Codewords” of around 1,500. I contacted Cox earlier today and the representative stated that the connection issues are a result of my bandwidth usage being close to the monthly usage limit (316 GB / 350 GB). Of course, the explanation did not sound reasonable, so I am looking for advice here. Thank you.
