[VA] Serviceability Nightmare

I purchased a new construction home recently in Chesapeake, Virginia. Closing was originally supposed to be in November 2015 but was delayed until just before the New Year. The developer promised me that all services and utilities would be available, including cable. I attempted to set up service ahead of closing to have a technician show up the day after. I was unable to set up services because a serviceability request was needed first. I attempted again several times after the New Year but the sales people couldn't do anything for me but attempted to start 3 accounts at the same address. Eventually I was told engineering would be out on January 15 to install the necessary equipment. That day came and went without any word or update. CSRs had no updated notes and couldn't do anything but make more serviceability requests. Throughout February I was told that the construction crew was building the cables and would be installing them shortly. In March the CSRs could not see any such notes but I was informed that the plans were submitted to some board for review. I was told this week that my address would be added to the database and I would be able to set up service on March 25th. I called today and surprise, surprise, there is no such notes. I was told that they would call me on Monday with an update. There are 4 houses on my street that are all having the same issue and we have all gone with DirecTV but they have given up on high speed internet. I have no other option for Internet and the incompetence astounds me. I'm a coax tech in the military and could run the cable for all 4 houses to the hub in an hour.
