[LA] Packet Loss

I am continuously seeing packet loss at the CMTS (2nd hop). I have had this problem since I moved into my new home (new taps, etc). While the packet loss isn't consistent and always reproducible, I get a TON of retransmits that can easily be reproduced. MTR to 8.8.8.8 this morning: http://imgur.com/pj4j5CB This is causing tons of issues when streaming - For example, I couldn't stream from Amazon the other night when attempting to watch The Man in the High Castle (720p/1080p, no 4K). It kept telling me that my internet isn't fast enough, which I have a hard time believing since I have Cox Ultimate (250/20). My signals can be seen here: http://imgur.com/Q9pSdcY I've had 4 techs come out and maintenance has come out 2x (maybe 3x, no one can give me an answer if they actually came out or not again). The techs that come out plug straight into the tap and experience the packet loss and say maintenance will come out. Maintenance comes out, says its fixed, but it isn't. I'm at a loss of what else to do now.... I'm hoping someone may have some suggestions as I'm tired of paying for Ultimate service and not even being able to use it consistently. Anything I can do to make them look at this issue more seriously? It's driving me insane and I don't know what else I can do other than continue opening tickets that they don't take seriously and just placate me with worthless responses.
