[AR] Long-term Issue in NWA

After I posted my review of Cox HSI, a member encouraged me to post it here so that I might get some help. I really don't know what can be done short of switching to AT&T. This reading is the latest in a long, long line of problems we've had with Cox. We pay for Cox's Premiere service. As advertised, it is 100 Mb down. Since August 1, 2015 when I started using this site to track my service, the highest was 56 Mb and that's occurred only once. The average has been 10.96. If this was a consistent speed, I'd likely never know the difference. But the lowest recorded reading has been .054 Mb, slower than dial-up. Latency is often seconds long and buffer bloat is consistently a "F". We've had techs come out. We've had in-house lines replaced. We've upgraded to Docsis 3.0 per request from Cox. We use a SURFboard eXtreme wireless modem & router. One tech suggested that our wireless modem was too far away from our computers. Our home is 1000 sq ft. The wireless modem is literally 20 feet behind me. I've done many of these tests with a direct connection, not using the wireless. We've done all the usual troubleshooting things a number of times. When it works, it works. But almost every program we stream is interrupted by either changes in resolution or a complete stop. Online gaming is almost insufferable thanks to latency and connection drops. The problem is worse in the evenings, starting around 8pm central and becomes almost unmanageable at 10pm to Midnight. I've long thought of coming here over the past several years. I usually come here first to see if there's a wide area problem or if others are experiencing connection issues. Most of my neighbors have switched to AT&T so I suspect that they to have had problems as few would willingly choose slower speeds. But I might be there. If 15 Mb can be routinely and reliably delivered, it's far better than paying for the 100 Mb I've never once seen. Just a fair warning, I may not know how to provide some of the information I've seen posted on these forums. But I will try. I am eager to see what, if anything, can be done. If I've posted here in error or have not followed the proper format, I will gladly change it or delete it. Thank you for your time and consideration.
