[VA] Enhanced Error Results not disabling and funky IP

I switched to OpenDNS for the filtering features. But watching their IP updater app I see my IP is bouncing between my regular address and 92.242.140.2. Googling that IP, I find old posts that it is somehow related to Cox's "Enhanced Error Results" (ERR) and/or DNS hijacking. So I disabled the ERR via the Cox tools... but next day I still get that IP coming up and the ERR results when I put in incorrect URLs. Anyone have any ideas?
