[CATV] On Demand issues

Been having some trouble with On Demand working consistently. Usually have random freezing of the entire STB after anywhere from 20 minutes to an hour of watching and it requires the box to be reset to work properly again. Watching an on demand program in its entirety has been pretty much impossible. Have had multiple techs out, they have just changed boxes, cables, the amplifier, pretty much everything except replacing internal wiring to this point. Have no splitters on the line either. In Arizona so we are using Cisco/SA boxes. Have tried the 4240, 4642, and 4742 with the same results on all. Everything has been fine on regular live channels, only on demand has been a problem. Signals for live TV channels look good. QAM diagnostic page shows the level anywhere between -2 and +2 dBmV and 36-38 on the S/N depending on the channel. Going to On Demand drops down closer to 10 dBmV and 32-34 S/N. The DOCSIS diagnostic page on the STB shows signals that look like they should be in good shape. 2.5dBmV and 37dB S/N on the Downstream with 46dBmV on the Upstream. Wanted to post these values here to see if anything looks problematic to anyone who knows what the TV STB numbers should really be. The home is wired with double shielded RG-6 but it is about 20 years old if that could somehow interfere with on demand working properly? Also any suggestions would be appreciated.
