[VA] 7 techs and 4 months later, my upload speeds aren't fixed...

4 months ago, August 23rd, we had a technician come out for download and upload irregularities. The download speeds were fixed but as of this morning, December 21st, the seventh individual has still yet to resolve my upload issues. When running a speedtest on the cox proprietary website or on speedtest.net, everything comes back shiny. However, when using testmy.net which does not DISCARD the lowest 30% of all results, it accurately reflects what speeds I am receiving. Speedtest: 9-15 up testmynet: 1-3 up The best I can describe what I'm seeing without a lot of technical knowledge is constant drops in my upload speeds, like the flickering of a light. Normal, completely dead, normal, completely dead in VERY quick succession. When I attempt to run shaperprobe, I receive the following: Upstream: Measurement aborted due to high packet loss rate. Yet, when the tech WHO WAS JUST HERE runs the proprietary cox speed test, everything comes back fine. I show him the logs from DAYS of tests run on testmy.net showing everywhere from 17 up to 1, and it means nothing. When attempting to use a streaming service, much of the data is lost and I can visibly watch the target bitrate of 3500 be reached, drop to 0, up to 2000, down to 200, back up to 3500 and back to 0 in a matter of seconds. When uploading a large file, for example a 200mb file I attempted uploading just 2 days ago, it took 3 hours. Yet, the technician who JUST LEFT MY HOUSE, stated he could find nothing wrong. This has been going on for FOUR MONTHS. I have been told it was an issue outside, then told it was an issue on the street, then told there was no issue just this morning. What can I do to get more concrete information regarding what I KNOW I am seeing go wrong but that no one seems to care to sit down and solve? Thank you, this has been driving me insane for a third of a year now and I am completely and utterly fed up with how this situation has been handled.
