Multiple Static IP Single Router

We have been using Cox Business HSI for a few years with no problems. About 9 months ago our connection of 50Mbps/5Mbps started crawling for us. We called tech support several times and they could not find an issue, put if we tried pinging a public IP we got several packet drops. We continue trying to figure out what the issue was and the packets started being dropped once we hit the cable modem. Needless to say Cox tech support was not much help while we continue to try and resolve the issue. We finally moved from a single router (Untangle box) and put in a switch between the cable modem and a router for each static IP. This configuration resolved our issue and we contacted support to let them know what we had done. They sent out a tech with a Juniper Netscreen 5GT and he experienced the same problem with a single router install and then says it is still our equipment causing to much traffic and we need to move to fiber. Now last week we had one of our clients start experiencing the same issue with Cox and we moved them from single ASA5505 to three routers and the slowness issues went away. While I have been in IT for a while, I do not claim to know everything. Has anyone else experienced this with Cox and what was their resolution? Thanks, Greg
