Short question:
Is there a way to get this EMTA modem to work with dialing out from a rotary phone?

I had cox phone service a while back. cancelled it. just restarted it last month. when they installed the new modem, they put some huge wifi combo modem in (and told me that was what came included with the phone service). I don't know model number, but rotary phone worked with it. Got bill, saw charge for modem rental, called in and was told the tech installed wrong modem, I was supposed to get a modem like the one I used to have. They rolled a truck. Tech came today and installed the DPQ 3212, which looks just like the old emta I used to have way back before cancelling service months ago. But now rotary dialing out doesn't work again.
Is there a setting or something I can request on my account that would allow me to dial out from my rotary phone again? Why would one emta work, and this one not? I'm confused.
